Paid a $500 retainer and my lawyer quit the case in 3 weeks

Hired a guy in March to handle a fence line fight with my neighbor, and 3 weeks later he sent one paragraph saying he was withdrawing. The letter didn't even say why, just that I should find new counsel by the 14th. Is that normal, or can I ask the bar to look at how he handled the money?
