Chose a cheap dev agency over a specialist, paid double later

I picked a $15k dev shop in Eastern Europe over a $25k specialized firm because the price looked great. Six months in, they botched the API integration so bad I had to hire the specialist anyway to untangle it. Anyone else learn this lesson the expensive way with outsourcing?
