Did you ever see that thing where a city's crime stats magically dropped right when they changed how they counted stuff? I read about a lake up in Minnesota where the DNR switched to a new survey method and suddenly the catch numbers fell off a cliff. Funny how the fish don't care about your paperwork but the people running the site sure do.
