Changed my mind after buying a $300 campus event permit that got denied anyway.

I thought paying the fee meant we could hold a debate on a controversial book, but the student activities board said the topic was 'too divisive' and rejected our application, so what's the point of having a permit process if they can just veto the content?

And yeah @aaron677 that's exactly what it is. A fee for them to put a polite bow on their rejection. They should just call it a "veto tax" instead of a permit.

Ever feel like the permit is just a fancy receipt for getting told no? Paid $80 once to park my truck for a vendor event, got there, they said my spot was "aestheticly disruptive." My beat-up hatchback next to shiny food trucks. Money just gone. Sounds like your permit was the same deal. A fee for them to say the quiet part out loud.
