It'll be 62 in there in July and 58 in January, so glue sets way slower. A tight joint that takes 30 minutes upstairs can sit for an hour and a half down there. You trade fast dry time for steady air. If you do try a basement or cellar, get a thermometer too, not just the hygrometer, since cold air holds less moisture than the number makes it look.
