Man that's EXACTLY what I ran into last July. Old timer told me the same thing and my mortar was dust by lunch before I started wetting them down.

Jumped into a job last summer where the temp was hitting 95 and the old timer next to me was soaking his bricks like crazy. He said it helps the mortar stick better in that heat, keeps it from drying out too fast and cracking later. I get why your foreman said stop, maybe he's worried about too much water weakening the bond, but on a scorcher like that you gotta adapt or the mortar sets up like concrete before you even get a level on it. Sounds like your foreman never worked a summer in the south, that's just asking for a rebuild in a few months when those bricks start shifting.
