My hostel roommate in Lisbon said he paid $9 a night and showed me the site he used, so why isn't this place packed?

I was paying $34 a night at the same hostel in Lisbon while this guy in my dorm booked his bed for $9, and he pulled up the booking site right there on his phone to prove it. He said he just sets a price alert and books whatever city pops up cheap, then figures out the rest from there. Is that actually safe to do, or am I about to get stranded somewhere with no plan?
