I followed that advice for a rally about library funding cuts at my university, and it actually prevented the administration from shutting us down on a technicality about 'unregistered gatherings'.

Yeah, it's the boring paperwork that actually protects you. They love to use those obscure rules in the student handbook, like needing a permit for amplified sound or having a faculty advisor present. Getting that official stamp from the dean's office takes away their easiest excuse. It forces them to deal with the actual issue, like the library budget, instead of just calling campus security for a paperwork violation. Makes the whole protest harder for them to just sweep aside.
