Took me 6 weeks to get a simple event approved at State College in Ohio

I tried to set up a small booth for a free speech discussion table outside the student union back in February. The university told me I needed to fill out a form, then it turned into three forms, then they said I needed a permit from the dean's office. After 4 different emails and 2 phone calls nobody answered, I finally got a reply saying my event was flagged because it might be "disruptive." I just wanted to hand out flyers and talk to people, not start a riot. It ended up taking 6 weeks from first contact to approval, and by then half the students had already lost interest. Has anyone else hit this kind of runaround just to set up a table on campus?

Oh man, that's absurd, I spent two months just trying to reserve a picnic table for my freshman orientation group once.
