Solar company quote vs. actual production, 2 years later I have thoughts

Got a 9.2 kW system installed in Phoenix back in June 2022. The sales rep swore we'd hit 14,000 kWh in year one, but we only got 11,300. Now I'm hearing my neighbor got a much better deal from a different installer, but he had to fight for 4 months on permits. Is it better to just accept the overpromise and focus on the tax credit, or should people hold companies accountable for those numbers? Anyone else see a big gap between the quote and the real output on their panels?
