Old technician told me to use isopropyl alcohol 99% not 70% for cleaning logic boards

Been cleaning boards with 70% for years because it's cheaper and easier to find. Last month a retired IBM guy at the local electronics meetup told me the extra water in 70% can cause corrosion under components over time. Has anyone else seen damage from using 70% on sensitive boards?
