From my experience working around a few different shops, waterborne can be a real pain in the humidity, especially if you're not used to it. That foreman was probably right about the dry times being different, the solvent stuff dries faster in Fresno's dry heat. Your mileage may vary, but I've seen guys switch back to solvent just because of the flash rust issues on bare metal. Take this with a grain of salt, but I wouldn't write off either system without trying it in your own space first.

Oh man, flash rust is the worst. I've dealt with that too in a shop that wasn't set up right for waterborne. Had to redo a whole fender because the humidity spiked and the bare metal started spotting before I could even get the primer on. It's a headache that solvent guys don't really get. You're right, you really gotta try it in your own space to know what works.
