Hit 500 followers on my banned-substack mirror and got a DM from their lawyer

So I started a mirror of my old newsletter after it got taken down for, quote, 'misinformation' about a local zoning vote. Nothing wild, just the actual council meeting minutes plus my notes. Yesterday I hit 500 subscribers on that mirror and within 3 hours I get a message from the city attorney's office saying the domain name itself might violate an ordinance. 500 people reading public records was the magic number that made them care. Has anyone else had a specific follower count trigger a legal threat or platform action? What was your threshold?
