When did the local news start self-censoring before the government even asked?

I watched my hometown station in Phoenix cover a city council protest in 2019 with full audio, but by 2023 they only showed silent footage of the same type of event, and I'm wondering if the real shift was about advertisers pulling out after 3 complaints, or if the reporters were just worn down by then, so which side do you think caused that change?
