Paid for materials up front" - there's your first mistake right there. In Edmonton, good luck getting anyone to show up for fence work without some cash upfront to buy lumber and posts. You think tradesmen are going to risk their own money on supplies for a stranger? The guy probably needed that cash for his own bills or another job. Maybe you should have asked for references or a contract instead of handing over money based on a handshake. What makes you think you're entitled to get your materials back after you agreed to pay for them?

Ah come on, is it really worth getting this worked up over a fence and some lumber? Sounds like a headache for sure, but maybe just chalk it up to a lesson learned and move on.
